Horizon Construction Ltd. is seeking a dynamic and experienced Urban Planner to join our multidisciplinary team in Kigali, Rwanda. As Rwanda experiences rapid urbanization and economic growth, the role of thoughtful and sustainable urban planning is more critical than ever. We are looking for a visionary professional who can contribute to our diverse portfolio of projects, from large-scale master-planned communities to intricate urban regeneration initiatives. This pivotal role requires a blend of creative problem-solving, analytical rigor, and a deep understanding of urban development principles within the Rwandan context.
The Urban Planner will be instrumental in conceptualizing, developing, and implementing urban development plans that align with national policies, local regulations, and our company’s commitment to sustainability and community well-being. You will work closely with architects, engineers, environmental specialists, and local authorities to translate strategic visions into actionable plans. Your responsibilities will span across various stages of project development, from initial site analysis and feasibility studies to detailed design review and community engagement. You will conduct comprehensive site assessments, analyze demographic data, zoning codes, and environmental factors to inform strategic land use decisions. Furthermore, you will be expected to prepare compelling reports, presentations, and graphical representations of plans for internal stakeholders and external partners, ensuring clarity and buy-in for proposed developments. Key Responsibilities
- Conduct comprehensive site analysis and feasibility studies for urban development projects.
- Develop and review master plans, land use plans, and zoning ordinances in compliance with Rwandan planning regulations.
- Prepare detailed reports, presentations, and graphic materials (maps, diagrams, renderings) to communicate planning concepts.
- Collaborate with architects, engineers, environmental specialists, and other consultants to integrate planning principles into project designs.
- Engage with local communities, government agencies, and stakeholders to gather input and build consensus for planning initiatives.
- Evaluate environmental, social, and economic impacts of proposed developments.
- Advise on best practices for sustainable urban development, green infrastructure, and climate resilience.
- Monitor and assess the implementation of urban plans, making adjustments as necessary.
- Stay updated on current trends, policies, and technologies in urban planning, both locally and internationally.
Required Skills
- Proficiency in GIS software (e.g., ArcGIS, QGIS).
- Advanced skills in CAD software (e.g., AutoCAD, SketchUp).
- Strong understanding of urban design principles, land use planning, and zoning regulations.
- Excellent written and verbal communication skills, including presentation abilities.
- Proven project management skills with the ability to manage multiple projects simultaneously.
- Analytical and problem-solving capabilities.
- Knowledge of Rwandan planning laws, policies, and development frameworks.
- Ability to work effectively in multidisciplinary teams.
Preferred Qualifications
- Master's degree in Urban Planning, Regional Planning, or a related field.
- Experience with sustainable urban development projects or smart city initiatives.
- Familiarity with environmental impact assessment (EIA) processes in Rwanda.
- Professional certification from a recognized planning institute.
- Fluency in Kinyarwanda is a significant advantage.
