Job Description

We are seeking a highly motivated and experienced Public Sector Accountant to join our esteemed finance team at Kuwait National Petroleum Company (KNPC). This critical role will involve applying specialized knowledge of public sector accounting principles, government regulations, and financial reporting standards to manage our fiscal operations effectively. The successful candidate will be instrumental in ensuring the transparent, accurate, and compliant management of public funds, aligning with Kuwaiti financial directives and international best practices. You will contribute to budgeting processes, financial analysis, and the preparation of comprehensive financial statements, playing a key role in maintaining KNPC’s robust financial health and accountability to stakeholders. Key Responsibilities

  • Prepare and analyze financial statements and reports in accordance with Kuwaiti public sector accounting standards and company policies.
  • Assist in the preparation, monitoring, and analysis of organizational budgets, ensuring adherence to allocated funds and reporting variances.
  • Manage general ledger accounts, including reconciliations, journal entries, and accurate classification of transactions.
  • Ensure compliance with all relevant government regulations, financial policies, and internal control procedures.
  • Support internal and external audit processes by providing necessary documentation, explanations, and analysis.
  • Process accounts payable and receivable, ensuring timely and accurate transactions.
  • Contribute to the development and implementation of financial policies and procedures to enhance efficiency and control.
  • Conduct financial analysis to support strategic decision-making and operational improvements.
  • Maintain accurate and organized financial records, ensuring data integrity and accessibility.
  • Provide financial insights and reports to senior management on the fiscal performance of various projects and departments.

Required Skills

  • Bachelor's degree in Accounting, Finance, or a related field.
  • Minimum of 4 years of proven experience in public sector accounting or financial management within a large organization.
  • In-depth knowledge of public sector accounting principles, government budgeting, and financial reporting standards (e.g., IPSAS).
  • Proficiency in financial software and Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle Financials).
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication skills, both written and verbal, in English and Arabic.
  • High level of accuracy, attention to detail, and organizational abilities.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Demonstrated understanding of internal controls and regulatory compliance.

Preferred Qualifications

  • Master's degree in Accounting, Finance, or Business Administration.
  • Professional accounting certification (CPA, ACCA, CMA).
  • Experience with advanced data analysis tools and financial modeling.
  • Prior experience within the Oil & Gas or other large state-owned enterprises in Kuwait.
