Job Description
We are seeking a highly motivated and experienced Nonprofit Program Manager to lead and oversee the successful implementation of our development and humanitarian programs in Mozambique. This pivotal role requires a strategic thinker with strong leadership abilities, exceptional project management skills, and a deep commitment to CARE’s mission. The Program Manager will be responsible for the entire program lifecycle, from planning and implementation to monitoring, evaluation, and reporting. You will play a crucial role in ensuring that our programs are delivered effectively, meet donor requirements, achieve desired impacts, and are aligned with CARE’s country strategy and global best practices. This position involves managing a diverse team, fostering strong relationships with local partners and stakeholders, and advocating for the needs of vulnerable communities. The ideal candidate will have a proven track record in the non-profit sector, excellent cross-cultural communication skills, and the ability to work in a dynamic and challenging environment.
Key Responsibilities
- Lead the planning, implementation, and management of assigned programs, ensuring adherence to project timelines, budgets, and quality standards.
- Develop and manage program budgets, ensuring financial accountability and compliance with CARE and donor regulations.
- Supervise, mentor, and build the capacity of program staff, fostering a collaborative and high-performing team environment.
- Monitor program progress, identify challenges, and implement timely corrective actions to ensure successful outcomes.
- Develop and maintain strong relationships with local government entities, community leaders, partner organizations, and other stakeholders.
- Prepare comprehensive and timely reports for donors, internal stakeholders, and other relevant parties, detailing program achievements, challenges, and lessons learned.
- Ensure programs are designed and implemented with a strong focus on gender equality and social inclusion.
- Lead monitoring and evaluation efforts, ensuring data collection, analysis, and utilization for program improvement and evidence-based decision making.
- Represent CARE in relevant coordination meetings, workshops, and forums at national and sub-national levels.
- Contribute to the development of new program proposals and funding opportunities, aligning with CARE's strategic priorities.
Required Skills
- Master’s Degree in International Development, Social Sciences, Public Administration, or a related field (or equivalent combination of education and experience).
- Minimum of 5 years of progressive experience in managing development or humanitarian programs, preferably within an international NGO context.
- Proven experience in project cycle management (PCM), including design, implementation, monitoring, and evaluation.
- Demonstrated ability to manage complex budgets and financial reporting.
- Strong leadership and team management skills, with experience supervising and mentoring diverse staff.
- Excellent written and verbal communication skills in English and Portuguese.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to work independently and as part of a team in a fast-paced, multicultural environment.
Preferred Qualifications
- Experience working in Mozambique or the Southern Africa region.
- Familiarity with donor requirements (e.g., USAID, EU, UN agencies).
- Knowledge of local languages (e.g., Changana, Sena, Makhuwa).
- Experience in specific sectors such as food security, gender equality, WASH, or climate change adaptation.
- Strong analytical and problem-solving skills.
