Job Description
Caritas Orlu Diocese is seeking a dynamic and highly motivated NGO Program Officer to join our dedicated team. This pivotal role involves the comprehensive management and oversight of various development and humanitarian programs from inception to completion within the Orlu Diocese. The Program Officer will be instrumental in designing new projects, securing funding through grant proposals, ensuring the effective and timely implementation of activities, monitoring progress against key indicators, and evaluating impact. You will serve as a crucial link between our organization, beneficiaries, and partners, fostering strong relationships and ensuring programmatic alignment with our mission and strategic goals. This position demands exceptional organizational skills, a deep understanding of community development principles, and the ability to work collaboratively in a fast-paced environment. Key Responsibilities
- Lead the planning, implementation, monitoring, and evaluation of Caritas Orlu Diocese’s programs and projects in the assigned thematic areas.
- Develop detailed project work plans, budgets, and logical frameworks in line with organizational goals and donor requirements.
- Prepare high-quality concept notes, grant proposals, and funding applications to secure resources for new and existing programs.
- Ensure strict compliance with donor agreements, financial regulations, and Caritas Orlu Diocese’s operational policies and procedures.
- Conduct regular field visits to program sites to provide technical support, monitor progress, identify challenges, and ensure quality control.
- Develop and maintain strong working relationships with community leaders, local government agencies, partner organizations, and other stakeholders.
- Oversee the collection, analysis, and reporting of program data, ensuring accuracy and timeliness for internal and external reports.
- Manage program budgets, ensuring expenditures are within approved limits and properly documented.
- Identify capacity-building needs for project staff and partners, and facilitate relevant training and mentorship.
- Represent Caritas Orlu Diocese at relevant forums, meetings, and conferences as required.
- Contribute to the development of Caritas Orlu Diocese's strategic plans and organizational learning initiatives.
Required Skills
- Minimum of Bachelor's degree in Social Sciences, Development Studies, Public Health, Project Management, or a related field.
- At least 3 years of demonstrated experience in program management within an NGO or humanitarian organization.
- Proven experience in project cycle management (PCM), including proposal writing, implementation, monitoring, and evaluation.
- Strong understanding of humanitarian principles, international development standards, and local context in Nigeria.
- Excellent written and verbal communication skills in English, with the ability to produce high-quality reports and proposals.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with project management software.
- Demonstrated ability to work independently and as part of a team, often under pressure and tight deadlines.
- Strong interpersonal skills, cultural sensitivity, and the ability to build rapport with diverse stakeholders.
Preferred Qualifications
- Master’s degree in a relevant field.
- Familiarity with the socio-economic and cultural landscape of Imo State, particularly Orlu.
- Fluency in Igbo language.
- Experience with donor reporting for international agencies (e.g., USAID, EU, UN agencies, Caritas Internationalis).
- Certification in Project Management (e.g., PMP, PRINCE2).
