Job Description

We are seeking a highly motivated, experienced, and dedicated Municipal Planning Officer to join our dynamic Department of Planning and Economic Development. The successful candidate will be instrumental in guiding the orderly growth and sustainable development of our municipality, ensuring strict compliance with national, provincial, and local planning legislation and by-laws. This pivotal role involves the meticulous review and processing of various land use and development applications, conducting thorough site inspections, and providing expert advice on complex spatial planning matters. You will be responsible for the preparation, interpretation, and implementation of Spatial Development Frameworks (SDFs), Land Use Schemes (LUSs), and other strategic planning documents vital for the municipality’s long-term vision. A key aspect of this position is actively engaging with internal departments, external stakeholders, developers, and the public, providing professional guidance, fostering collaborative solutions, and facilitating informed decision-making. The Municipal Planning Officer will also contribute significantly to policy development, undertaking comprehensive research, and leading the implementation of planning initiatives that align with the municipality’s vision for sustainable and inclusive development. Key Responsibilities

  • Process and meticulously evaluate diverse land use applications, including rezonings, subdivisions, consent uses, and departures, ensuring strict adherence to the Spatial Planning and Land Use Management Act (SPLUMA) and relevant local by-laws.
  • Conduct thorough site inspections and prepare comprehensive, well-researched reports to inform sound decision-making on all planning applications.
  • Provide expert, professional advice on spatial planning, land use management, and development control to a broad range of stakeholders, including council members, community groups, and property developers.
  • Actively assist in the preparation, rigorous review, and necessary amendment of the Spatial Development Framework (SDF) and Land Use Schemes (LUS) for the municipality.
  • Ensure continuous compliance with all national, provincial, and local planning legislation, policies, and established guidelines.
  • Lead and participate effectively in public participation processes, engaging proactively with communities on critical planning and development matters.
  • Prepare detailed reports, concise memoranda, and compelling presentations for various committees and council meetings.
  • Manage and maintain accurate, up-to-date planning records and comprehensive databases.
  • Collaborate seamlessly with other municipal departments, relevant government agencies, and external consultants on integrated development projects.
  • Undertake robust research and analytical studies on emerging planning trends and international best practices to inform municipal strategies and policies.

Required Skills

  • Bachelor's Degree in Town and Regional Planning or an equivalent, recognized qualification.
  • Minimum of 4 years of proven, progressive experience in municipal planning or related land use management.
  • Registered or eligible for immediate registration as a Professional Planner with the South African Council for Planners (SACPLAN).
  • In-depth, expert knowledge of SPLUMA, national building regulations, and other pertinent planning legislation.
  • Proficiency in GIS software (e.g., ArcGIS, QGIS) for advanced spatial analysis, mapping, and data management.
  • Excellent written and verbal communication skills in English, with the proven ability to prepare clear, concise, and professional reports and presentations.
  • Strong analytical, critical thinking, problem-solving, and decisive decision-making abilities.
  • A valid South African Driver's License and willingness to travel for site inspections.

Preferred Qualifications

  • Postgraduate qualification (e.g., Honours, Master's) in Town and Regional Planning or a closely related field.
  • Demonstrated experience with Integrated Development Planning (IDP) processes and frameworks.
  • Fluency in an additional official South African language prevalent in Limpopo (e.g., Sepedi, Ndebele).
  • Proven experience in facilitating stakeholder engagement and leading public consultation processes.
