Job Description

We are seeking a highly dedicated and experienced Maritime Safety Officer to join our dynamic team in Maputo. This pivotal role is essential to maintaining and enhancing our robust safety culture across all maritime operations. As a Maritime Safety Officer at CFM, you will be responsible for developing, implementing, and enforcing safety policies and procedures in accordance with national laws and international maritime regulations. Your expertise will directly contribute to safeguarding our personnel, assets, and the marine environment. This position demands a proactive individual with a keen eye for detail, strong problem-solving abilities, and a profound commitment to preventing incidents and promoting best practices. You will work collaboratively with various departments, conduct thorough inspections, lead safety training initiatives, and manage incident investigations, ensuring a safe and compliant operational environment. This is an opportunity to make a tangible impact within Mozambique’s leading maritime logistics provider, contributing to the safe and efficient flow of trade and transport, and ensuring CFM remains at the forefront of maritime safety standards.

Key Responsibilities

  • Develop, implement, and monitor maritime safety management systems (SMS) in compliance with national laws and international conventions (e.g., SOLAS, MARPOL, ISM Code).
  • Conduct regular safety inspections, audits, and risk assessments of vessels, port facilities, and operational procedures.
  • Investigate maritime incidents, accidents, and near-misses, identifying root causes and recommending corrective and preventive actions.
  • Organise and deliver comprehensive safety training programs for maritime personnel, including emergency preparedness, fire prevention, and hazardous material handling.
  • Ensure adherence to environmental protection regulations within maritime operations.
  • Prepare detailed safety reports, analyses, and recommendations for management.
  • Liaise with regulatory bodies, classification societies, and other external stakeholders on safety matters.
  • Maintain and update safety documentation, records, and statistics.
  • Participate in emergency response drills and actual emergency situations as required.
  • Promote a strong safety culture through awareness campaigns and continuous improvement initiatives.

Required Skills

  • Bachelor's degree in Maritime Studies, Marine Engineering, or a related field.
  • Minimum of 4 years of progressive experience in maritime safety or operations.
  • In-depth knowledge of international and national maritime safety regulations and conventions (SOLAS, MARPOL, ISM Code, STCW).
  • Proven experience in developing and implementing Maritime Safety Management Systems (SMS).
  • Strong analytical and problem-solving skills, particularly in incident investigation and root cause analysis.
  • Excellent communication, presentation, and interpersonal skills.
  • Proficiency in conducting safety audits, inspections, and risk assessments.
  • Ability to work independently and as part of a multidisciplinary team.
  • Demonstrated commitment to safety and environmental protection.
  • Fluency in Portuguese and English (written and spoken).

Preferred Qualifications

  • Master's degree in a relevant field.
  • Certified lead auditor for ISM Code or ISO 45001.
  • Experience with port operations safety and security (ISPS Code).
  • Knowledge of occupational health and safety (OHS) standards.
  • Proficiency in relevant safety management software.
  • Additional certifications in maritime safety, security, or environmental management.
