Job Description

As a Human Capital Development Officer at Vodacom Mozambique, you will play a pivotal role in shaping our most valuable asset – our people. This position is central to designing, implementing, and evaluating comprehensive human capital development programs that align with our strategic objectives and foster a culture of continuous learning and growth. You will be instrumental in identifying skill gaps, curating engaging learning experiences, and managing various talent development initiatives from onboarding to leadership training. Your expertise will ensure that our employees are equipped with the necessary competencies to excel in their roles, adapt to technological advancements, and contribute to Vodacom’s sustained success in a rapidly evolving telecommunications landscape. This role requires a proactive individual with a passion for talent development, an understanding of modern HR practices, and a commitment to creating a positive and productive work environment. You will collaborate closely with various departments and senior management to ensure that our human capital strategies support innovation and operational excellence, directly impacting our operational efficiency and market leadership. Key Responsibilities

  • Design, develop, and implement robust learning and development programs, including training sessions, workshops, and e-learning modules aligned with organizational goals.
  • Conduct thorough training needs analyses to identify skill gaps and areas for employee development across all departments and levels.
  • Manage the full employee lifecycle training, from comprehensive onboarding programs for new hires to specialized development for experienced staff and leadership.
  • Evaluate the effectiveness of training programs and initiatives through feedback, assessments, and key performance indicators (KPIs), making necessary adjustments for continuous improvement.
  • Administer and manage performance management systems, ensuring alignment with organizational goals and individual employee development plans.
  • Support the succession planning process by identifying high-potential employees and crafting tailored development paths to prepare them for future leadership roles.
  • Research and integrate innovative HR development tools, methodologies, and best practices to enhance our human capital strategy and maintain competitive advantage.
  • Collaborate closely with line managers and department heads to support team-specific training needs and individual career development plans.
  • Maintain accurate and up-to-date records of training activities, employee certifications, and development progress using HRIS and LMS platforms.
  • Contribute to the formulation and implementation of HR policies and procedures related to talent management, performance, and development, ensuring compliance and fairness.
  • Provide coaching and mentorship to employees and managers on development-related topics.

Required Skills

  • Proven experience (minimum 4 years) in Human Resources, with a direct focus on Learning & Development or Talent Management.
  • Strong understanding of adult learning principles, instructional design methodologies, and talent management frameworks.
  • Excellent communication, presentation, and facilitation skills in both Portuguese and English (written and verbal).
  • Demonstrated ability to design, develop, and deliver engaging and impactful training programs across various mediums.
  • Proficiency in Human Resource Information Systems (HRIS) and Learning Management Systems (LMS).
  • Strong analytical skills with the ability to assess training effectiveness, identify trends, and make data-driven decisions.
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, or a related field.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Preferred Qualifications

  • Master's degree in Human Resources, Organizational Development, Adult Education, or a closely related discipline.
  • Professional HR certification (e.g., SHRM-CP, HRCI-PHR, CHRP, CPTD) is a significant advantage.
  • Experience working specifically in the telecommunications industry or a large multinational corporation.
  • Familiarity with digital learning platforms, blended learning approaches, and e-learning content creation tools.
  • Experience with performance management software and talent analytics tools.
  • Project management experience in HR initiatives.
