Job Description
We are seeking an experienced and highly skilled Data Privacy Officer to join our Compliance team in Tokyo. In an increasingly data-driven world, protecting our clients’ and employees’ personal information is paramount. The Data Privacy Officer will play a critical role in ensuring Mizuho Financial Group’s adherence to global and local data protection laws and regulations, including Japan’s Act on the Protection of Personal Information (APPI), GDPR where applicable, and other relevant privacy frameworks. This role involves developing, implementing, and monitoring our data privacy strategies and policies, managing privacy risks, and fostering a culture of privacy across the organization. The ideal candidate will possess deep expertise in data privacy law, strong analytical capabilities, and excellent communication skills to articulate complex privacy concepts to various stakeholders. You will be instrumental in safeguarding our data assets, maintaining trust with our customers, and mitigating legal and reputational risks associated with data processing activities within a complex financial services environment.
Key Responsibilities
- Develop, implement, and maintain comprehensive data privacy policies, procedures, and guidelines in alignment with global and local regulations (e.g., APPI, GDPR, CCPA).
- Serve as the primary point of contact for data privacy inquiries from internal stakeholders, external regulators, and data subjects.
- Conduct Data Protection Impact Assessments (DPIAs) and Privacy Impact Assessments (PIAs) for new projects, systems, and vendors.
- Oversee and manage data breach response plans and incident management, including reporting to relevant authorities and affected individuals.
- Provide expert advice and training to employees on data privacy best practices and regulatory requirements across all business units.
- Monitor changes in data privacy laws and regulations and ensure timely updates to internal policies and practices.
- Collaborate with Legal, IT Security, Risk Management, and other departments to embed privacy-by-design principles into all business operations and technology initiatives.
- Manage and respond to data subject access requests (DSARs) and other privacy-related requests in a timely and compliant manner.
- Conduct regular audits and assessments to ensure ongoing compliance with data privacy policies and regulations.
- Report on data privacy posture, compliance status, and emerging risks to senior management and relevant committees.
Required Skills
- Proven experience (minimum 6 years) as a Data Privacy Officer, Privacy Counsel, or a similar role within a large organization, preferably in the financial sector.
- In-depth knowledge of Japanese data protection laws (e.g., Act on the Protection of Personal Information – APPI) and international privacy regulations (e.g., GDPR, CCPA).
- Strong understanding of IT security principles, data governance frameworks, and information lifecycle management.
- Excellent analytical, problem-solving, and decision-making skills with the ability to translate legal requirements into practical solutions.
- Exceptional written and verbal communication skills in both Japanese (native or business fluent) and English (business fluent).
- Ability to work independently and collaboratively in a fast-paced, complex, and highly regulated environment.
- Certifications such as CIPP/E, CIPP/A, CIPM, or equivalent are highly desirable.

- Legal background with a degree in Law or a related field (e.g., Information Technology, Compliance).
- Experience in risk management and compliance within the financial services industry.
- Familiarity with cloud computing, data analytics, and artificial intelligence privacy challenges.
- Experience interacting with regulatory bodies and managing regulatory inquiries and examinations.
- Strong project management skills to lead and execute complex privacy initiatives.
