Job Description

As a Community Development Officer with World Vision Mozambique, you will be at the forefront of our mission to foster sustainable change and improve the lives of vulnerable children and communities across Mozambique. This pivotal role involves working directly with local communities, understanding their needs, and co-creating solutions that address root causes of poverty and inequality. You will be instrumental in facilitating community-led development initiatives, ensuring their robust participation in all stages of project cycles – from meticulous planning and strategic implementation to rigorous monitoring and insightful evaluation. This includes conducting thorough community assessments, organizing participatory workshops and focus group discussions, and building strong, trusting relationships with community leaders, local authorities, and other key stakeholders. Your work will directly contribute to World Vision’s strategic objectives in crucial areas such as child protection, enhancing access to quality education, improving health and nutrition outcomes, and fostering economic empowerment within households. You will also play a key role in building the capacity of community volunteers and local partners, empowering them with the necessary knowledge, skills, and resources needed to sustain development efforts long after project completion. This is a dynamic role that requires a unique blend of consistent field presence, exceptional communication skills, profound cultural sensitivity, and a deep, unwavering commitment to humanitarian principles. You will be expected to travel frequently within your designated operational areas, often to remote and challenging locations, engaging with diverse groups of people. Your ability to translate complex community aspirations into actionable plans and measurable outcomes will be absolutely crucial for success. Furthermore, you will be responsible for meticulously documenting project progress, preparing comprehensive and accurate reports, and ensuring strict compliance with both World Vision’s internal standards and stringent donor requirements. Key Responsibilities

  • Facilitate community-led development processes, ensuring active participation from all stakeholders.
  • Conduct thorough community needs assessments and participatory rural appraisals.
  • Develop and implement community development plans in line with World Vision's strategic objectives.
  • Mobilize and empower community volunteers and local committees for project implementation.
  • Provide technical support and capacity building to community groups and partners.
  • Monitor project activities and progress against agreed indicators, ensuring quality and timeliness.
  • Prepare timely and accurate project reports, case studies, and documentation.
  • Establish and maintain strong working relationships with community leaders, local authorities, and other NGOs.
  • Promote child protection and gender equality principles in all community interventions.
  • Represent World Vision Mozambique in relevant local forums and coordination meetings.

Required Skills

  • Bachelor's degree in Social Sciences, Community Development, Rural Development, or a related field.
  • Minimum of 4 years of experience in community development or humanitarian programming.
  • Proven experience in participatory approaches and community mobilization.
  • Excellent communication, interpersonal, and negotiation skills.
  • Fluency in Portuguese and strong working knowledge of English.
  • Proficiency in at least one local language spoken in Mozambique (e.g., Sena, Changana, Macua).
  • Strong report writing and documentation skills.
  • Ability to work independently and as part of a team in challenging environments.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications

  • Master’s degree in a relevant field.
  • Experience working with international NGOs in Mozambique.
  • Knowledge of specific sector approaches (e.g., WASH, Livelihoods, Child Protection).
  • Experience in project monitoring and evaluation.
  • Familiarity with local government structures and traditional leadership systems in Mozambique.
