Job Description

The City of Cambridge is actively seeking a dedicated and professional By-law Enforcement Officer (Full-Time) to join our dynamic team. This is an immediate hiring opportunity for a critical role that directly impacts the quality of life in our beautiful city. Your daily work will involve a comprehensive range of activities from proactively patrolling various areas of the city to identify and address by-law infractions, to meticulously responding to public inquiries and complaints with professionalism and thoroughness. You will be responsible for investigating potential by-law infractions, which may include property standards, parking, animal control, waste management, and zoning, among others. Where necessary, you will issue warnings, formal notices of violation, or charges in accordance with the Provincial Offences Act and municipal by-laws.

Beyond enforcement, a key aspect of this Full-Time position involves educating the public on various municipal regulations, promoting voluntary compliance, and building positive relationships within the community. This role demands a unique balance of firmness and diplomacy, requiring you to interact with diverse individuals, de-escalate potential conflicts, and resolve situations effectively and professionally. You will also be tasked with preparing detailed reports, maintaining accurate records, and gathering compelling evidence for potential court proceedings, representing the City as a witness when required. Key Responsibilities

  • Investigate, respond to, and resolve complaints regarding alleged infractions of municipal by-laws.
  • Conduct proactive patrols throughout the city to identify and address by-law violations.
  • Issue warnings, notices of violation, orders, and charges in accordance with municipal by-laws and relevant legislation.
  • Prepare detailed reports, maintain accurate records, and gather evidence for court proceedings.
  • Represent the City of Cambridge as a witness in court or before tribunals as required.
  • Educate residents and businesses on municipal by-laws and promote voluntary compliance.
  • Respond to inquiries from the public regarding by-law enforcement matters.
  • Collaborate with other City departments, law enforcement agencies, and community partners.
  • Operate and maintain City vehicles and equipment safely and responsibly.

Required Skills

  • Minimum 2 years of related experience in by-law enforcement, security, policing, or a similar regulatory field.
  • Strong understanding of municipal by-laws, the Provincial Offences Act, and relevant legislation.
  • Excellent written and verbal communication skills, with the ability to articulate complex information clearly.
  • Proven ability to de-escalate conflict and handle challenging situations with professionalism and tact.
  • Exceptional investigative and observational skills, with a keen eye for detail.
  • Proficiency in using computer systems for record-keeping, report writing, and case management.
  • Valid Ontario Class G Driver’s License with a clean driving record.
  • Ability to work independently and as part of a team in a diverse environment.

Preferred Qualifications

  • Post-secondary diploma or degree in Law Enforcement, Police Foundations, Criminology, or a related field.
  • Experience with GIS software and other specialized enforcement tools.
  • Certification in First Aid and CPR.
  • Knowledge of local Cambridge community dynamics and demographics.
