Job Description

We are seeking a highly motivated and experienced Health & Safety Officer to join a leading industrial estate in Maitama, Abuja. This pivotal role involves overseeing and enforcing health, safety, and environmental (HSE) policies and procedures across a diverse range of industrial operations within the estate. The successful candidate will be instrumental in creating and maintaining a safe working environment for all employees, contractors, and visitors, ensuring full compliance with national and international safety regulations. This is an exciting opportunity for a seasoned professional to make a tangible impact on workplace safety and contribute to the operational excellence of a bustling industrial hub. You will be responsible for developing, implementing, and monitoring comprehensive HSE programs, conducting thorough risk assessments, and delivering engaging safety training. Your expertise will guide management and staff on best practices, accident prevention, and emergency response, fostering a proactive safety culture. You will also be the primary point of contact for all HSE-related matters, ensuring all incidents are properly investigated and corrective actions are implemented efficiently. The role demands a proactive approach to identifying potential hazards, coupled with strong communication skills to effectively disseminate safety information and build collaborative relationships across various industrial units.

Key Responsibilities

  • Develop, implement, and monitor comprehensive health, safety, and environmental (HSE) programs and procedures in alignment with local regulations (e.g., OSHA, Factories Act of Nigeria) and international best practices.
  • Conduct regular and thorough risk assessments, hazard identification, and safety audits across the industrial estate to identify potential risks and recommend corrective actions.
  • Investigate all accidents, incidents, and near-misses, determining root causes and recommending preventative measures to avoid recurrence.
  • Develop and deliver engaging safety training programs for employees, contractors, and visitors on various HSE topics, including emergency procedures, safe work practices, and chemical handling.
  • Ensure strict compliance with all relevant federal, state, and local HSE regulations, and maintain accurate records and documentation required by regulatory bodies.
  • Manage the implementation and maintenance of emergency preparedness and response plans, including fire drills, evacuation procedures, and first aid provisions.
  • Advise management on HSE-related issues, suggesting improvements and solutions to enhance workplace safety performance.
  • Inspect machinery, equipment, and work areas to ensure they meet safety standards and are in good working condition.
  • Promote a positive safety culture through effective communication, regular safety briefings, and proactive engagement with all stakeholders.
  • Prepare detailed HSE reports, including performance metrics, incident summaries, and compliance status for management review.

Required Skills

  • Proven experience as a Health & Safety Officer in an industrial or manufacturing environment.
  • In-depth knowledge of Nigerian HSE regulations (e.g., OSHA, Factories Act) and international safety standards.
  • Strong understanding of risk assessment methodologies and hazard control techniques.
  • Excellent communication, interpersonal, and presentation skills.
  • Proficiency in incident investigation and root cause analysis.
  • Ability to develop and deliver effective safety training programs.
  • Strong organizational skills with attention to detail.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications

  • NEBOSH International General Certificate (IGC) or equivalent recognized safety qualification.
  • Bachelor's degree in Environmental Safety, Occupational Health, Engineering, or a related field.
  • Membership in a relevant professional safety organization (e.g., ISPON, IOSH).
  • Experience with environmental management systems (e.g., ISO 14001).
  • First Aid and CPR certification.
