Job Description
We are seeking a highly motivated and experienced Human Capital Development Officer to join our team. This role will be pivotal in designing, implementing, and evaluating human resource development initiatives that support the ministry’s strategic objectives. The successful candidate will be responsible for developing and delivering training programs, managing performance management systems, and fostering a culture of continuous learning and development within the ministry. This position offers a unique opportunity to make a significant contribution to the agricultural sector in Yobe State, directly impacting the livelihoods of farmers and the overall economic prosperity of the region. The ideal candidate will be a strategic thinker with a proven track record in human capital development, possessing excellent communication, interpersonal, and organizational skills. Key Responsibilities
- Develop and deliver comprehensive training programs for ministry staff.
- Design and implement performance management systems, including performance appraisals and talent management strategies.
- Conduct needs assessments to identify training and development gaps.
- Develop and maintain training materials, including manuals, presentations, and online resources.
- Facilitate workshops, seminars, and other learning events.
- Monitor and evaluate the effectiveness of training programs.
- Stay abreast of current trends and best practices in human capital development.
- Collaborate with other departments to ensure alignment of HRD initiatives with overall strategic goals.
- Manage the ministry's training budget effectively.
- Maintain accurate records of training activities and participant progress.
Required Skills
- Proven experience in human resource development or a related field.
- Strong knowledge of training methodologies and adult learning principles.
- Excellent communication, interpersonal, and presentation skills.
- Proficiency in Microsoft Office Suite.

Preferred Qualifications
- Master's degree in Human Resource Management, Organizational Development, or a related field.
- Professional certification in human resource management (e.g., SHRM-CP, SHRM-SCP).
- Experience working in the public sector or within the agricultural industry.
- Experience with Learning Management Systems (LMS).
