Job Description

The University of Uyo is seeking a highly experienced, dedicated, and visionary financial professional to serve as its Bursar. This critical leadership position reports directly to the Vice-Chancellor and is instrumental in safeguarding the financial health and integrity of the university. The Bursar will be responsible for overseeing all aspects of the university’s financial operations, including but not limited to strategic financial planning, budget management, accounting services, treasury functions, payroll administration, and financial reporting. The successful candidate will provide expert financial guidance to the university management, ensuring meticulous adherence to national and international accounting standards, governmental regulations, and university policies. This role demands a seasoned financial expert with a proven track record of successful financial stewardship in a complex organizational setting, ideally within the higher education sector. The Bursar will play a central role in optimizing resource utilization, driving financial strategies that robustly support the academic mission, and advancing the strategic objectives of the University of Uyo. They will lead and mentor a team of financial professionals, fostering a culture of accountability, transparency, integrity, and continuous improvement in all financial management practices. Key Responsibilities

  • Direct and oversee all financial operations, including budgeting, accounting, payroll, treasury, and comprehensive financial reporting for the university.
  • Develop, implement, and enforce sound financial policies, procedures, and robust internal controls to ensure strict compliance with regulatory requirements and best practices.
  • Prepare, analyze, and present accurate, timely, and comprehensive financial statements and reports to the university management, Governing Council, and external stakeholders.
  • Manage the university's annual budget process, ensuring efficient and effective allocation and utilization of financial resources to support academic and administrative functions.
  • Oversee cash flow management, develop prudent investment strategies, and manage debt to optimize the university's financial position.
  • Ensure strict compliance with all relevant financial regulations, tax laws, public sector accounting standards (e.g., IPSAS/IFRS), and audit requirements.
  • Provide strategic financial advice and robust support to the Vice-Chancellor and other principal officers on financial planning, resource mobilization, and long-term sustainability initiatives.
  • Lead, mentor, and develop the finance department staff, fostering professional growth and cultivating a high-performance, ethical work culture.
  • Coordinate all internal and external audits, ensuring timely resolution of any audit observations and recommendations.
  • Manage and foster strong relationships with financial institutions, government agencies, funding bodies, and other key financial partners.

Required Skills

  • Proven expertise in financial management, accounting principles, and public sector accounting standards (e.g., IPSAS/IFRS).
  • Strong visionary leadership and people management skills, with a demonstrated ability to lead and motivate a diverse team.
  • Excellent analytical, critical thinking, problem-solving, and strategic decision-making abilities.
  • Unwavering high level of integrity, ethical conduct, and accountability in all financial dealings.
  • Exceptional communication (written and verbal) and interpersonal skills, capable of interacting effectively with various internal and external stakeholders.
  • Advanced proficiency in financial software and Enterprise Resource Planning (ERP) systems relevant to the education sector.
  • Strategic thinking with the ability to translate complex financial data into actionable insights and institutional strategies.

Preferred Qualifications

  • Possession of a PhD in Finance, Accounting, Business Administration, or a closely related field from a recognized institution.
  • Previous experience as a Bursar or Deputy Bursar in a Nigerian federal university or similar higher education institution.
  • Demonstrable experience in grant management, fundraising financial oversight, and donor reporting.
  • Thorough knowledge of Nigerian public service rules and regulations, particularly as they pertain to financial administration in federal parastatals.
