Are you a dedicated and experienced planning professional with a keen understanding of municipal zoning ordinances and land use regulations? The City of Wheaton is seeking a highly motivated and detail-oriented Zoning Administrator to join our dynamic Community Development Department. In this critical role, you will be instrumental in guiding the responsible growth and development of our beloved community, ensuring that all land use activities align with the City’s comprehensive plan and zoning code. The Zoning Administrator acts as a primary resource for residents, developers, businesses, and elected officials regarding zoning compliance, permitting, and development review processes. You will be responsible for interpreting complex zoning ordinances, managing applications for variations and special uses, conducting site inspections, and preparing detailed reports and recommendations for various boards and commissions, including the Plan Commission and Zoning Board of Appeals. Key Responsibilities
- Interpret and administer the City's Zoning Ordinance and related land use regulations.
- Review development plans, building permits, and zoning applications for compliance with municipal codes.
- Provide expert guidance and technical assistance to property owners, developers, contractors, and the general public on zoning matters.
- Prepare staff reports, presentations, and recommendations for the Plan Commission, Zoning Board of Appeals, and City Council.
- Conduct site inspections to verify compliance with approved plans and zoning requirements.
- Process applications for zoning variations, special use permits, annexations, and planned unit developments.
- Maintain accurate records, databases, and maps related to zoning and land use.
- Collaborate with other City departments (e.g., Public Works, Building, Legal) on development projects.
- Investigate and resolve zoning complaints and violations.
- Participate in the development and amendment of zoning ordinances and the comprehensive plan.
Required Skills
- Bachelor's degree in Urban Planning, Public Administration, Geography, or a closely related field.
- Minimum of four (4) years of progressively responsible experience in municipal planning, zoning administration, or code enforcement.
- In-depth knowledge of zoning principles, land use planning, and municipal codes.
- Proficiency in interpreting and applying complex legal documents and technical plans.
- Excellent written and verbal communication skills, including public speaking.
- Strong analytical and problem-solving abilities.
- Ability to read and understand blueprints, surveys, and architectural drawings.
- Demonstrated ability to manage multiple projects and deadlines simultaneously.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and GIS applications.
- Valid Illinois Driver's License.
Preferred Qualifications
- Master's degree in Urban Planning, Public Administration, or a related field.
- AICP (American Institute of Certified Planners) certification.
- Experience with community engagement and public outreach programs.
- Familiarity with permitting software systems.
- Knowledge of Illinois state statutes pertaining to planning and zoning.
