Job Description

The City of Radcliff is seeking a highly organized, detail-oriented, and dedicated individual to serve as our next City Clerk. This pivotal role is at the heart of our municipal government, acting as the official custodian of all city records, proceedings, and legislative documents. The City Clerk plays a critical part in ensuring transparency, accountability, and the smooth operation of city governance. You will be responsible for meticulously maintaining accurate records of City Council meetings, preparing agendas, facilitating official communications, and ensuring compliance with all applicable local, state, and federal regulations, including the Kentucky Open Records Act. This position requires an individual with exceptional administrative skills, a strong understanding of legal and governmental processes, and the ability to interact professionally with elected officials, city staff, and the general public. The successful candidate will be a proactive problem-solver, capable of managing multiple priorities in a dynamic environment, and committed to upholding the highest standards of public service and ethical conduct. Your work will directly support the City Council’s decision-making process and ensure public access to vital information, making a profound impact on the efficiency and openness of our local government.

Key Responsibilities

  • Attend all City Council meetings and executive sessions, accurately recording and transcribing minutes.
  • Prepare and distribute official meeting agendas, packets, and related materials in a timely manner.
  • Serve as the official custodian of all City records, including ordinances, resolutions, contracts, agreements, and other vital documents, ensuring their proper indexing, storage, and retrieval.
  • Administer oaths of office for elected and appointed officials.
  • Manage public information requests in accordance with the Kentucky Open Records Act, facilitating access to public records while ensuring compliance with legal guidelines.
  • Oversee the codification and periodic updating of the City's Code of Ordinances.
  • Coordinate and support municipal elections, working closely with local and state election officials.
  • Issue and maintain various city licenses and permits as directed by City ordinances.
  • Act as a liaison between the City Council, city departments, and the public on administrative matters.
  • Maintain the City’s official seal and ensure its proper use on all official documents.
  • Assist in the preparation of official reports and presentations as required by the City Council or Mayor.
  • Provide administrative support to the Mayor, City Council members, and department heads as needed.

Required Skills

  • Proven experience in an administrative or clerical role, preferably within a governmental setting.
  • Exceptional organizational and records management skills with meticulous attention to detail.
  • Proficiency in minute-taking, transcription, and official document preparation.
  • Strong written and verbal communication skills, with the ability to articulate complex information clearly.
  • Advanced proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and records management software.
  • Ability to maintain strict confidentiality and exercise discretion.
  • Demonstrated ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Understanding of governmental operations, public administration, and legal terminology.

Preferred Qualifications

  • Associate's or Bachelor's degree in Public Administration, Business Administration, Legal Studies, or a related field.
  • Certification as a Municipal Clerk (e.g., CMC, MMC) or willingness to obtain within a specified timeframe.
  • Experience with agenda management software and electronic document management systems.
  • Knowledge of Kentucky state statutes pertaining to municipal government, open records, and elections.
