Job Description
We are seeking a highly motivated and experienced HSE Officer to join our dynamic team in Port Harcourt. The successful candidate will be instrumental in developing, implementing, and maintaining robust Health, Safety, and Environment (HSE) management systems across our diverse operations, primarily focusing on our facilities within the Niger Delta region. This role demands a proactive individual with a keen eye for detail, a strong commitment to fostering a proactive safety culture, and the ability to effectively influence and educate stakeholders at all levels, from field staff to senior management. You will be directly responsible for ensuring strict compliance with all relevant local and international HSE regulations, company policies, and industry best practices. This critical position encompasses conducting thorough risk assessments, facilitating comprehensive safety training programs, meticulously investigating incidents (including accidents, near misses, and environmental spills), and tirelessly promoting a culture of continuous improvement in overall HSE performance. This is a foundational role that directly contributes to the safety, sustainability, and operational integrity of our assets, safeguarding our most valuable assets – our people, our host communities, and the precious environment in which we operate.
Key Responsibilities
- Develop, implement, and rigorously monitor HSE policies, procedures, and guidelines in strict adherence to local regulations (e.g., Factories Act, EIA Act) and international best practices (e.g., ISO 45001, ISO 14001, OHSAS 18001).
- Conduct frequent and thorough site inspections, audits, and safety walks to proactively identify potential hazards, meticulously assess risks, and recommend precise corrective and preventive actions.
- Lead and actively participate in all incident investigations (including accidents, near misses, and environmental spills), employing robust root cause analysis techniques to identify underlying issues and ensuring the effective close-out of all recommendations.
- Organize and deliver comprehensive, engaging HSE training programs for all employees, contractors, and visitors, fostering a strong, embedded safety-conscious culture throughout the organization.
- Prepare and present detailed, analytical HSE performance reports, including incident statistics, audit findings, compliance status, and improvement initiatives, to management and relevant stakeholders.
- Ensure all necessary permits-to-work (PTW) are meticulously in place and strictly adhered to for all hazardous activities, critical tasks, and confined space entries.
- Monitor environmental performance diligently, including waste management practices, emissions control, and resource consumption, to ensure full compliance with environmental regulations and company targets.
- Liaise effectively with regulatory bodies (e.g., DPR, NESREA, Ministry of Environment), external auditors, and other stakeholders on all HSE-related matters.
- Manage and maintain all safety equipment (e.g., PPE, fire extinguishers, first aid kits), ensuring regular calibration, inspection, and readiness for use.
- Champion proactive safety initiatives, develop robust emergency preparedness and response plans, and lead drills to ensure operational readiness.
- Drive continuous improvement in HSE performance through systematic data analysis, trend identification, and the implementation of innovative, evidence-based solutions.
Required Skills
- Minimum of 3 years of proven experience as an HSE Officer or in a similar safety-critical role within the oil & gas, construction, or heavy manufacturing industry.
- In-depth knowledge and practical application of local Nigerian HSE regulations and relevant international standards (e.g., OSHA, NEBOSH, IOSH).
- Strong understanding and hands-on experience with risk assessment methodologies, Job Hazard Analysis (JHA), and incident investigation techniques (e.g., TapRooT, Tripod Beta).
- Excellent communication (written and verbal), interpersonal, and presentation skills, with the ability to convey complex safety information clearly.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) for reporting and analysis.
- Ability to work independently, make sound decisions under pressure, and collaborate effectively within a fast-paced, dynamic, and potentially challenging environment.
- Strong analytical and problem-solving abilities, with a focus on preventative measures.
Preferred Qualifications
- NEBOSH International General Certificate (IGC) or equivalent certification (e.g., IOSH Managing Safely).
- Bachelor's degree in Environmental Science, Engineering, Occupational Health & Safety, or a closely related technical field.
- Membership in a recognized professional HSE body (e.g., Institute of Safety Professionals of Nigeria – ISPON, Institution of Occupational Safety and Health – IOSH).
- Experience with formal HSE management systems (e.g., ISO 45001, ISO 14001 implementation and auditing).
- Valid First Aid/CPR certification.
