Job Description

Sivile Consulting Engineers is seeking an experienced and dedicated Remote Municipal Planner to join our growing team. This is an exceptional opportunity for a talented professional to contribute to critical urban and regional development projects within the North West province, with a focus on Rustenburg and surrounding municipalities, all from a remote work setup. As a Municipal Planner, you will play a pivotal role in the conceptualisation, development, and implementation of spatial planning strategies and policies. Your expertise will be crucial in guiding land use decisions, ensuring compliance with South African planning legislation, and facilitating sustainable growth and service delivery. You will work closely with our multidisciplinary teams, clients, and community stakeholders, leveraging technology to collaborate effectively across geographical boundaries. This role demands a proactive individual with strong analytical capabilities, excellent communication skills, and a profound understanding of urban dynamics, environmental considerations, and socio-economic factors influencing municipal planning. Key Responsibilities

  • Develop, review, and implement Spatial Development Frameworks (SDFs) and Local Spatial Development Frameworks (LSDFs) in alignment with national and provincial policies.
  • Process and evaluate land use management applications, including rezoning, subdivision, consent uses, and township establishment, ensuring compliance with relevant legislation and by-laws.
  • Conduct thorough research, data analysis, and site investigations to inform planning recommendations and decision-making.
  • Prepare comprehensive planning reports, presentations, and technical documents for various stakeholders and decision-making bodies.
  • Facilitate and coordinate virtual public participation processes, workshops, and stakeholder engagements to ensure inclusive planning outcomes.
  • Provide expert advice and guidance on planning-related matters to clients, municipal officials, and internal project teams.
  • Monitor and evaluate the effectiveness of planning interventions and contribute to ongoing improvements in planning methodologies.
  • Utilise Geographic Information Systems (GIS) for spatial analysis, mapping, and data management to support planning projects.
  • Stay abreast of new planning legislation, policies, best practices, and technological advancements relevant to municipal planning in South Africa.

Required Skills

  • Bachelor's degree in Urban and Regional Planning, Town Planning, or a related field.
  • Minimum of 3 years of post-qualification experience in municipal planning, urban development, or a related consultancy role.
  • Professional registration with the South African Council for Planners (SACPLAN) as a Professional Planner.
  • In-depth knowledge of South African planning legislation, including SPLUMA, NEMA, and relevant municipal by-laws.
  • Proficiency in GIS software (e.g., ArcGIS, QGIS) for spatial analysis and mapping.
  • Excellent analytical, problem-solving, and critical thinking abilities.
  • Strong verbal and written communication skills for report writing, presentations, and stakeholder engagement.
  • Demonstrated ability to work independently and manage multiple projects effectively in a remote setting.
  • High level of integrity, professionalism, and commitment to ethical planning practices.

Preferred Qualifications

  • Master's degree in Urban Planning, Regional Planning, or a related discipline.
  • Experience with project management tools and methodologies.
  • Familiarity with remote collaboration platforms and virtual meeting tools.
  • Previous experience working on projects within the North West province, particularly Rustenburg.
