Job Description

Partners In Health / Inshuti Mu Buzima (IMB) is seeking a highly motivated and dedicated Public Health Officer to join our dynamic team in Kigali, Rwanda. This pivotal role will contribute significantly to IMB’s mission of strengthening health systems and delivering high-quality healthcare to underserved communities across Rwanda. The Public Health Officer will play a crucial part in the planning, implementation, monitoring, and evaluation of various public health programs designed to improve health outcomes and equity, with a particular focus on areas such as maternal and child health, infectious disease control (HIV, TB, Malaria), non-communicable diseases, and community-based health interventions. Working closely with district health management teams, community health workers, and other IMB program staff, you will be instrumental in translating public health strategies into tangible actions that impact lives at the grassroots level.

The successful candidate will be a passionate advocate for health equity, possessing a deep understanding of public health principles, epidemiology, and program management within resource-limited settings. You will be responsible for providing technical support and mentorship to local health staff and community health volunteers, ensuring adherence to national and international public health guidelines and best practices. This role demands a proactive individual who can identify emerging public health challenges, conduct needs assessments, propose innovative and culturally sensitive solutions, and contribute to the development and adaptation of evidence-based interventions tailored to the Rwandan context. From contributing to robust disease surveillance and rapid outbreak response efforts to supporting comprehensive community health initiatives, health promotion campaigns, and the integration of mental health services, your portfolio of work will be diverse, challenging, and profoundly impactful.

Key Responsibilities

  • Lead the planning and implementation of public health interventions in collaboration with district health teams and community health workers.
  • Monitor and evaluate the effectiveness of public health programs, collecting and analyzing data to inform program adjustments and reporting.
  • Provide technical assistance and capacity building to local health personnel and community health volunteers on public health best practices.
  • Participate in disease surveillance activities, outbreak investigation, and response efforts.
  • Develop and disseminate health education materials and lead community health promotion campaigns.
  • Contribute to the development of funding proposals and reports for donors and partners.
  • Ensure programs comply with national health policies, strategies, and international public health standards.
  • Support the integration of public health services, including maternal and child health, nutrition, and non-communicable disease prevention.
  • Represent IMB in relevant public health forums and working groups at district and national levels.
  • Manage program budgets and resources efficiently and effectively.

Required Skills

  • Proven experience in public health program planning, implementation, and evaluation.
  • Strong understanding of epidemiological principles and data analysis techniques.
  • Excellent written and verbal communication skills in English.
  • Demonstrated ability to work collaboratively in a multidisciplinary team.
  • Proficiency in data collection tools and statistical software (e.g., KoboCollect, DHIS2, Stata, R).
  • Ability to work effectively in challenging and resource-limited environments.
  • Strong organizational and project management skills.
  • Cultural sensitivity and strong interpersonal skills.

Preferred Qualifications

  • Proficiency in Kinyarwanda or French.
  • Experience working with NGOs or international organizations in a public health capacity.
  • Previous experience in disease surveillance, outbreak response, or community health programming.
  • Master's degree in Public Health (MPH) or a related field.
  • Knowledge of the Rwandan health system.
